Our Dedicated Directors
NWRH has a proud history spanning over 30 years. Our board is responsible for the strategic direction and overall governance of our organisation. From allied health to home and community supports and mental health and wellbeing, we offer services throughout rural, regional and remote Queensland communities, including Townsville, Mount Isa, Longreach, Normanton, Doomadgee, Cloncurry, Mornington Island and surrounds. Mr Phil Barwick GAICD
Chair – Non-executive director
Chair – Non Executive Director since May 31, 2012. Mr Barwick has extensive experience in a leadership role in the community sector, commercial, and local government sector, in North West and Central West Queensland. He was elected to Mount Isa City Council (MICC) in 2016 and is serving as Deputy Mayor. Mr Barwick has previously held board and chair positions for a nationally significant employment services company, city council statutory companies and other not for profits.
Mrs Annie Clarke MAICD
Non-executive director
Appointed as a Non-executive Director on 31 March 2012. Mrs Annie Clarke has extensive experience in leadership positions in local Government as Mayor, Burke Shire Council (15 years), Councilor and Deputy Mayor (18 years), Chair and Board Member of North Queensland Area Consultative Committee (5 years), a nationally significant economic development organisation, Chair of the local Disaster Committee, Gulf Savannah Development; Burke Shire Council’s representative on Regional Arts Committee, Energy Board, Regional Roads Group, North-Western Mineral Province Leadership Group, Native Title and Cultural Heritage Matters; State Advisory Committee for education including T.A.F.E. and distance education and a past advisory committee member of Mt Isa Centre for Rural and Remote Health. Mrs Clarke is a Director of Clarke Grazing Ply Ltd, a past member of Burkeshire Community Advisory Network committee and a past Director of the North West Hospital and Health Services Board, a position held since 2012 and the past Vice President of the North West Division of Queensland Country Women’s Association. Mrs Clarke has previously held executive positions with community groups such as President of the Queensland Country Women’s Association (QCWA) North West Division and a member of QCWA State Council, Isolated Children Parent’s Association, Gregory and Burketown Turf Clubs and other not-for-profit organisations.
Hon. Mike Reynolds CBE, AM, BSW, MAICD CBEAN
Non-executive director
Non-Executive Director and Co-chair of the Cultural Competency and Stakeholder Engagement Committee since 31 March 2012. Mayor of Townsville (1980-1989) and Deputy Mayor (1976-1980) and was State Member for Townsville (1998-2009), serving as Parliamentary Secretary to the Premier (1998-2001), Minister for Emergency Services and Minister Assisting the Premier in North Queensland (2001-2004), Minister for Child Safety (2004-2006) and Speaker of Queensland Parliament (2006-2009). Mr Reynolds has extensive experience with Boards of Corporations, Statutory Authorities and not-for-profit Companies. An award in the Order of Australia was received in 1985 and in 2018 was awarded the Papua New Guinea (PNG) Queens Birthday honour as a Commander of the Most Excellent Order of the British Empire for his work with PNG as Patron of Youth With a Mission Medical Ships Australia and his former role as Mayor of Townsville from 1980 -1989.

Appointed as a Non-Executive Director on 31 March 2012. Emeritus Professor Stable’s former roles include Vice-Chancellor and President of Bond University, Director- General of Queensland Health, Chair of the Australian Health Ministers’ Advisory Council, Hospital Chief Executive and Medical Superintendent and National Rural Health Workforce Board Director. Professor Stable is a past Rural General Practitioner and Flying Doctor, past Chair of the Brisbane Metro North Health and Hospital Service Board and past Director and Chair of Vast Bioscience. Currently, Professor Stable is also a Director on the Health Workforce Queensland Board and on the Royal Flying Doctor Service Queensland Board. Professor Stable is a Fellow of the Royal Australian College of General Practitioners and of the Australian Institute of Company Directors. He has a Masters in Health Planning degree from the University of New South Wales and an undergraduate degree in Medicine and Surgery from the University of Queensland. Professor Stable was awarded the title of Adjunct Professor by the University of Queensland in 1997, and by the James Cook University, Townsville in 2001. He was also awarded an Honorary Doctorate by the Queensland University of Technology in 2002. The Council of Bond University conferred the title of Emeritus Professor in December 2011.
Mr Edward Fewings
Non-executive director
Non-Executive Director appointed 30 May 2013 and Co-chair of the Cultural Competency and Stakeholder Engagement Committee. Mr Fewings has extensive experience in non-government and government agencies at service, program and policy levels. He has worked across a range of sectors in a variety of roles in national, state, regional and local contexts. Mr Fewings holds an Associate Diploma in Community Welfare from James Cook University and a Certificate in Governance for Not-for-profits: Governance Essentials from the Chartered Secretaries Australia.
Sandra Glaister
Non-executive director
Non-Executive Director since April 2019. Ms Glaister has operated at senior levels in aged services for the past 20 years working across both not for profit and the private sector. Currently Chief of Quality and Governance with Southern Cross Care Qld, her career has spanned strategic and operational leadership within the portfolios of home care, residential aged care, retirement living, acute (hospital) care and disaster management. Ms Glaister has been involved in state and federal advisory groups. Ms Glaister is a Board Member of Nazareth Care Australasia. She holds a Master of Business Administration – Master Dispute Resolution, as well as formal qualifications in research, education, training, rural leadership and clinical teaching. Ms Glaister is a Registered Nurse with Australian Health Practitioner Regulation Agency. She is also a graduate of Australian Institute of Company Directors (AICD) and a Fellow of the Governance Institute of Australia (FGIA).
Ms Kylie Doyle
Non-executive director
Non-executive director and member of Finance, Audit and Risk Committee, appointed May 2021. As a FCPA qualified finance professional and Member of Australian Institute of Company Directors, Ms Doyle has over 20 years’ experience in the delivery of expert financial and organisational support across large complex organisations within the North Queensland region, most recently within the Disability and Education sectors. Ms Doyle’s connection to regional Queensland has strengthened throughout her career as her roles have involved supporting and enabling the delivery of services to regional and remote communities from within large organisations. Ms Doyle holds a Bachelor of Commerce, majoring in accounting, from James Cook University, and is a Certified Practicing Accountant through CPA Australia.
